Turning expulsion into a shopping list
He lists categories of foreigners to send back and anchors the list on a striking figure (“25% of prisons”). Our reading: a list and a percentage make it look like a ready-made administrative plan, and make the feasibility questions disappear.
Put bluntly. The trap is precision: a list sounds like a decision already taken. Who takes these people back, at what cost, under what law? The list does not say.
The question to check. Compare the 25% figure with Ministry of Justice statistics. Ask how many removals are actually carried out today, and what blocks them.
